Social protection for Uganda’s most vulnerable and chronically poor: issues, challenges and options.

Summary: This issues paper presents CSOs’ contributions on the Social Protection (SP) theme in respect of the National Development Planning (NDP) process. The NDP is the planned successor to three well-known Poverty Eradication Action Plans (PEAPs) – published respectively in 1997, 2000 and 2004, and whose 10-year existence has guided the formulation of Government policy and the implementation of programs. The NDP planning reflects Government’s commitment to periodically review plans, harmonize planning and link this to Uganda’s long-term vision and strategy.
